  1. The Game
    1. The League will set up the rules by which the game will be played. The League may change the rules as needed.
    2. Each team will play by the same set of rules.
    3. The league is a play by e-mail league using computer managers that allows face to face play as long as the games are played on schedule.
    4. The league will be using the super advanced set of rules except when specifically mentioned. Home field advantage will not be used.
    5. The league can change rules by a 3/4 vote.
    6. Rules changes are proposed and voted on for the following year, so that a rule will be for the better of the league rather than the team.

  2. The League
    1. The number of team and alignment will be determined by the commissioner. Presently there are two leagues, American and National, with 2 divisions in each, each division with four teams each, a total of 16 teams.
    2. If a team becomes managerless, new managers will be sought out.
    3. Once awarded a team, a manager may keep that team as long as he chooses unless he is dismissed. The commissioner has the authority to remove a manager for violation of the rules.

  3. Dues
    1. League dues will be the amount to take care of the running of the league. Presently $10.00.
    2. Dues are due before the draft.
    3. Any manager that resigns or is dismissed during the year will forfeit the remaining dues.
    4. Any manager joining mid-season will pay a $5.00 entrance fee.
    5. A record of expenses and balances will be kept by the CO or his designee.

  4. Schedule
    1. A schedule will be drawn up before each season, taking into consideration the number of games and possible geographical locations when possible.
    2. Each team will play the same number of games, presently 160.
    3. Due dates are given for each portion of the schedule and rewards or penalties will be given accordingly for meeting these dates.
    4. The last segment of the schedule allows full roster usage.

  5. Rosters
    1. The league will consist of 38 man teams. Thru trades a team may acquire more than 38. But other teams will then be under 38. The league will have 532 players held on rosters.
    2. Any player with a card in the present set is available. A uncarded player may be held over from last years roster for one year and only by the team that owns him.
    3. Except for the last segment of the schedule, only 25 players are allowed on a roster at any time. No more than 25 players in total may be used throughout a segment of the schedule, home and away, and for all opponents..
    4. Each year before the draft, each team will submit a 25 man protection list. All remaining players will go back into the draft. From that time until 2 weeks before the draft, the only trading will be from these 25 man lists. Two weeks prior to the draft, all rosters are frozen.
    5. For any player to play in the playoffs, he must be on that team for the August segment.

  6. Trading
    1. Trading is allowed throughout the season, but a trade goes into effect at the beginning of each segment.
    2. Trades are not official until both managers notify the trade recorder.
    3. Unlimited trading of players and draft picks is allowed except that no team will be without 2 picks in the first 3 rounds due to trades.
    4. If a pick is lost thru penalty that has been traded, the manager gives up his next best pick.
    5. Both managers will send stats for traded players to the other manager.
    6. The CO reserves the right to veto any trades.
    7. No trading is allowed for the two week period immediately prior to the draft.
    8. No ballparks may be traded.
    9. From the Monday immediately following the draft thru the season, only 5 players may be traded by any team other than acquired.

  7. Player Usage
    1. Player limits are 102% of those Abs or Ips on the player cards (see Rewards and Penalties).
    2. Players can only play the positions listed on their card.
    3. Starters with an * rating may start on 3 days rest, all other starters require 4 days rest between starts. If playing ahead, it is the managers responsibility to watch this. Penalty will be given.
    4. No player may be substituted for unless there is someone on the bench to take their place. If any injury occurs, take the player with most ABS or IP.
    5. Injuries are for the rest of that game only.
    6. Two players at each position must be in your active 25 at all times.

  8. Computer Instructions
    1. Each team is required to send an importable computer manager no later than the date on schedule.
    2. Instructions should include everything thay you deem necessary to play your team. Complaints of how your team was misplayed do not wash if you use terms such as "play my team to win." .
    3. Each team may have up to 25 players active for a segment, but no more than 25. This is across all opponents for a segment.
    4. If computer managers are late, call the CO. When the computer managers come in, forward the email to the CO if he was not included already.
    5. If you feel your computer manager was not properly used, send needed information to the CO so that he can properly check out the violation.

  9. Statistics
    1. The following stats are to be kept for each player of each team in a series. A copy is to be sent to your opponent postmarked by required date.
      batters: games, abs, runs, hits, rbis, 2b, 3b, hr, bb, ko, sb, cs, E, avg.
      pitchers: wins, losses, saves, games, starts, completed, shutouts, ip, hits, runs, earned runs, hra, era
    2. A copy of each series stats will be kept by the home team. This is to prevent loss of stats. On each series stats, they must be marked who was the opponent and which series it is.
    3. All stats must be legible. Final year end stats must be typed if not out of computer.
    4. At the end of each segment of the schedule, a home and away breakdown of each series from the first to the last one played must be sent in along with all stats for the season thru the last game played.

  10. Rewards and Penalties
    1. Rewards: If ALL deadlines are met, an additional draft pick will be given between rounds 2 and 3. This will be in same order of the rest of the draft. ALL MUST BE KEPT.
    2. Penalties will be given for violations of league rules. Being:
      1. Tardiness or violation of any rule the second time 3rd pick
      2. Tardiness or violation of any rule the third time - 2nd pick
      3. Tardiness or violation of any rule the fourth time - 1st pick
      4. Overuse of player, 1st violation - bonus pick
      5. Overuse of player, 2nd violation - additional 3rd pick
      6. Overuse of player, 3rd violation - additional 2nd pick
      7. Overuse of player, 4th violation - additional 1st pick
        The 2% should not be thought of as additional abs or ip. Any further usage abuse and the manager's status will be reviewed by the CO and the league.
    3. All penalties remain with a team even if the manager quits.
    4. If anyone has a valid reason for being late manager must contact CO promptly if leniency is to be asked for.

  11. Additional Rules
    1. If a manager cannot finish a season, the CO will notify each manager who needs to play the vacant team what to use for roster and that manager will play home and away games.
    2. IL cards are used with 2 carded players.
    3. Any given ballpark can be owned by one team only. With your 25 man protection list each year, notify CO if you want to try for any remaining ballparks in draft order, before the draft.
    4. Home field advantage will be turned off in the game options.
    5. When a ballpark goes out of use, it will be no longer be available for use in the league.

  12. Playoffs
    1. The top team from each division plus the next 2 best records in each league will make the play-offs.
    2. In each league, the wild card team with the worst record will play the division winner with the best record in a 7 game series. Home field advantage goes to the division winners.
    3. Winners of above series then play each other in same league in a 7 game series. Home field advantage goes to the division winner with the best record or, if both division winners lose in the first round, the wild card team with the best record.
    4. All series are 2-3-2 with one days rest between each home set.
    5. There are 2 days rest between the end of the regular season the the start of the play-offs.
    6. There is 1 one days rest between each play-off series.
    7. Starting pitchers must have the appropriate days off (3 days for * rated pitcher, 4 days off for all others) from the end of the season to the start of each first round play-off series, and from series to series.
    8. Tie-breakers in this league are:
      1. Best won / loss record between tied teams.
      2. Best overall road record.
      3. Coin flip.
    9. Player limits: batters to 7% of total at bats per each series; pitchers to 10% of total innings pitched per series.
    10. Each play-off team may designate one starter only pitcher as a reliever for the play-off. That pitcher can only pitch 1 inning per game.

  13. The Draft
    1. Teams must cut back to 25 players by a time determined by the commissioner.
    2. 12 rounds in reverse order of finish.
    3. Extra reward pick between rounds 2 and 3. This pick cannot be traded until the end of the season.
    4. Tie-breakers for the draft are:
      1. Worst won / loss record between tied teams.
      2. Worst overall road record.
      3. Coin flip.
    5. World Series teams occupy the last 2 positions of the draft. Other playoff teams occupy positions 9 thru 12.
    6. If three or more teams are divided amongst new managers, these teams will pick immediately before the playoff teams in each round.
    7. Any draft pick may be used to pick an unowned park.

  14. The Commissioner (CO)
    1. Will remain so long as he wishes.
    2. Will run the league in the way he deems necessary, with the well being of the league being his main concern.
